ETC Announces the Award of a Contract from the Pennsylvania Southeast Region Counter-Terrorism Task Force (CTTF) for an Advanced Disaster Management Simulator (ADMS™)

Southampton, Pa., November 23, 2005: Environmental Tectonics Corporation (AMEX:ETC) ("ETC" or the "Company") today announced that it has signed a contract with the Pennsylvania Southeast Region Counter-Terrorism Task Force (CTTF) to provide an ADMS-TEAM training system.

In today's uncertain climate, it is more important than ever to have our emergency responders be at a constant state of readiness and preparedness. To achieve and maintain this preparedness, they must be thoroughly and continuously trained, particularly in multi-agency cooperation and coordination, which is critical in large-scale emergencies.

To achieve this level of preparedness, the Pennsylvania Southeast Region Counter-Terrorism Task Force (CTTF) selected ADMS for their training program. ADMS is on the Department of Homeland Security's Office of Domestic Preparedness' list of approved training systems for emergency responders. Another important reason for ADMS being selected was the system's compliance with the National Incident Management System (NIMS), the national standard for incident management.

ADMS simultaneously trains entire response teams in the four C's of disaster management: Command, Control, Coordination and Communication. ADMS simulates emergency incidents such as terrorist acts, Weapons of Mass Destruction, hazardous material spills, multi-vehicle road accidents, fires and natural disasters. ADMS authentically simulates the dynamic elements of the environment (people, vehicles, threats) that are significant in a disaster situation - and the outcomes of actions taken provide authentic feedback, resulting in real skill building. ADMS leverages technology proven through over a decade, realistically simulating both "trigger" events and the evolving situation. The results of actions (or inaction) and the cascading consequences of sound or unsound actions, very effectively create the stress levels approximating those in the real world.

The Pennsylvania Southeast Region Counter-Terrorism Task Force (CTTF) also contracted for a five-year support program, during which they will receive new training scenarios, allowing them to consistently challenge their personnel with new training situations.
